Well games like Unreal Tournament 3 and Half Life 2 comes with an editor that allows you to create mods that can be made into an online multiplayer like Counter-Strike or Team Fortress. If you want to make MMORPGs, I'm not too sure. Maybe Flash MX? RPG Maker XP can also be made into an MMORPG but you'll need to know Ruby Scripting.
